Identified by Matthias Grottendieck
Film 586: The BFI refers to this as "Mr. Buttinski" (or Buttinsky), Lubin MFG. Co., 1909. There is a short description in "The Moving Picture World", No. 4, July 1909, p. 137. Rutgers University does have an catalog page from the film with an image (https://doi.org/doi:10.7282/T3JS9QQH) which matches the characters from frame 10983.
